Phasing Plan

The following set of charts are listed in order of design and construction priorities developed to meet immediate needs and achieve the 2030 design. These priorities are based on projected population and traffic demand.

Priority 1 items should begin immediately and includes such activities as the improvement of intersections that are currently at Level of Service F (Ideally, all roadways should operate at Level of Service D or better). Priority 2 items should begin soon and include such items as improvement of intersections that may become Level of Service F within the near future.

Priorities 3-8 are based on traffic and population projections and may have to be reevaluated as more of the land is developed. By priority 6, all of the improvements necessary through 2030 are expected to be complete. Priorities 7 and 8 are broken up into a planning phase and a construction phase. The team expects these phases to be necessary by the time the Houghton Road corridor area is completely built out.
